Telecom operators generate enormous volumes of data, from location and usage patterns to network, device and customer behavior signals. Yet much of this data remains locked in siloed systems, making it difficult to convert insight into real-time action.
The Catalyst project, Agentic intelligence exchange – Phase II, addresses that gap by showing how telcos can transform data assets into a federated intelligence layer for AI-driven decisioning. The Catalyst focuses on high-value scenarios including acquisition, upsell, retention and cross-industry personalization, where timing and context are critical to commercial impact.
For example, the platform can detect a high-intent event such as a top-up and trigger a personalized next-best offer. It can also identify contextual signals such as airport arrival and deliver relevant travel-related offers or detect low balance during streaming and respond with an adaptive retention offer. This moves operators beyond static targeting toward real-time, intent-based engagement.
The solution introduces a federated, agent-driven intelligence platform that converts raw telco data into actionable intent signals. It is built on a composable, ODA-aligned architecture using TM Forum Open APIs, with a telco data layer, real-time signal processing, an AI engineand a digital engagement layer.
At its core is an agentic AI model that follows an observe, reason, decide and act cycle. Rather than relying on static if/then rules, AI agents continuously analyze live and historical data, reason over customer context, select the most relevant action and execute it through CPaaSchannels, apps, APIs, SDKs or partner platforms.
The platform is designed to support multi-operator federation, enabling operators to collaborate across ecosystems while maintaining data sovereignty controls. Enterprises, fintechs, e-commerce providers, digital platforms, hyperscalers and CPaaS providers can consume intelligence through unified APIs for authentication, recommendations, fraud prevention and contextual engagement.
The Catalyst uses TM Forum Open APIs including TMF915 AI Management, TMF622 Product Ordering, TMF638 Service Inventory and TMF680 Recommendation Management. Together, these assets support a reusable, standards-based approach to AI management, service visibility, product ordering and recommendation-driven engagement.
The business impact is significant. The team estimates that operators could unlock $36 million to $60 million in new annual revenue potential through telco data monetization, supported by API-based services, campaign performance uplift and ecosystem revenue sharing.
AI-driven personalization could deliver up to 70% uplift in campaign performance, while real-time next-best-action can increase conversion rates by 15% to 25%. The approach also targets around 30% improvement in customer lifetime value through better retention and engagement, alongside 5% to 10% ARPU uplift from contextual engagement.
Operationally, the Catalyst shows how real-time decisioning can replace static rule-based automation, reducing manual data mapping and integration effort by up to 98%. By using reusable APIs and a modular architecture, it also provides a faster route to market for new services and reduces complexity across the engagement value chain.

At DTW Ignite 2026, the Catalyst showcased how telco data can be converted into real-time intelligence and applied across customer journeys, from signal detection through to AI-driven decisioning and action.
